The Challenge

Cardiff Council was seeking to address a number of barriers preventing greater uptake of cycling within the city centre.

Through public engagement, stakeholder consultation and market research, the Council identified concerns regarding the availability, security and location of existing cycle parking facilities. Cyclists reported worries about bicycle theft, vandalism and accidental damage, while existing parking provision was not always located where users needed it most.

The Council required a secure cycle parking solution that would provide greater confidence for cyclists, improve accessibility, and support its wider Active Travel and sustainability objectives. In addition to delivering enhanced physical security, the solution needed to offer a convenient user experience through modern technology, enabling users to locate, reserve and access secure cycle parking with ease.

The challenge was not simply to install additional cycle parking capacity, but to provide a scalable, future-ready solution capable of encouraging more residents and visitors to choose cycling as a safe and practical mode of transport.

THE SOLUTION

Bikedok partnered with Cardiff Council to deliver a secure, technology-enabled cycle parking solution that addressed concerns around theft, security and accessibility whilst supporting the city’s Active Travel ambitions.

The project involved the installation of 104 Bikedok smart cycle lockers across 22 strategic locations. Unlike traditional cycle parking, Bikedok’s fully enclosed lockers provide individual bicycle storage and are independently accredited to Sold Secure Diamond standard, giving users confidence that their bikes are protected against theft and damage.

Each locker is connected to the Bikedok digital platform, enabling users to locate, reserve and access secure cycle parking via a simple mobile app. The system also provides Cardiff Council with valuable data on occupancy, usage patterns and demand, helping inform future investment and planning decisions.

The modular design allows lockers to be expanded or relocated as requirements evolve, ensuring the solution remains flexible and future-ready.

THE OUTCOME

From the outset, Bikedok worked closely with Cardiff Council to ensure the solution reflected both the Council’s vision for active travel and the needs of local cyclists. Through a highly collaborative approach, the lockers were deployed to maximise accessibility, usability and long-term value for both cyclists and the Council.

This partnership has established a strong foundation for secure cycle parking across the city, combining industry-leading security with digital technology that provides greater visibility of usage and demand. The successful rollout has demonstrated how secure cycle parking can be integrated into the urban environment while supporting wider transport and placemaking objectives.

THE IMPACT

The introduction of secure, technology-enabled cycle parking is helping Cardiff Council deliver on its wider ambitions for active travel, sustainability and healthier communities. By providing cyclists with confidence that their bikes can be stored safely and conveniently, the scheme is helping to remove one of the most commonly cited barriers to cycling and supporting the shift towards more sustainable modes of transport.

Importantly, the project is providing Cardiff Council with real-world data and insight into how, when and where secure cycle parking is being used. This evidence is helping to inform future infrastructure planning and ensure investment is targeted where it can deliver the greatest benefit.

The success of the initial deployment has already resulted in Cardiff Council commissioning an additional [X] lockers, demonstrating both strong user demand and confidence in the solution. This continued investment highlights the scalability of the Bikedok approach and its potential to support the ongoing growth of active travel across the city.
